📑 Québec Réunifié to be heard at the National Assembly: finally defending the right to family reunification
On 23 October, we will defend the right to family reunification in the 2026-2029 consultation.
Official Hearing
On 23 October 2025, Québec Réunifié will be heard by the Commission des relations avec les citoyens (Citizen Relations Commission) as part of the consultation on immigration planning for 2026–2029.
This official 45-minute hearing is a unique opportunity to advocate for the rights of Québec families separated by unacceptable delays.
Our Brief: A Clear Diagnosis
Title: For a fair, predictable family reunification policy that complies with international standards
The brief demonstrates that:
Processing times exceed 41 months for spouses in Quebec — more than triple the Canadian standard.
In 2025, the government suspended the issuance of new family CSQs until June 2026, exacerbating the distress of thousands of households.
The consequences are severe:
Economic: an average of $55,000 spent per family.
Human: 97% of sponsors show signs of depression related to the wait.
Socio-demographic: one in five families gives up on having a child or undergoes a medical termination of pregnancy.
👉 Quebec finds itself isolated: its practices contradict international standards (France, Germany, Denmark, Netherlands).
Our Key Recommendations
Set a maximum legal processing time of 12 months.
Immediately resume issuing family CSQs.
Exclude family reunification from immigration quotas.
Explicitly recognize the right to family life in the Quebec Immigration Act.

To support these recommendations, four major actions are underway:
